Harry Fowler Powell was born on 25 May 1892, the son of Harry and Jeannie nee Masterton Powell. He had five sisters: Nellie, Bessie, Amy, Mary and Jean. He was a student at Warragul State School and King's College.

He worked as a clerk with the Savings Bank and married Winifred Linay Marwick on 26 August 1925, they had one son John.

Harry was permanently incapitated with tuberculosis due to wounds received while serving in WWI and died on 4 October 1945 aged 53.
