Goulburn was the eleventh of twelve children of Thomas William Smart (b1858 in Ararat, Victoria) and first wife Sarah Emma Conduit (b1958 in Port Fairy, Victoria). Thomas - a Plasterer - and Sarah married in 1879 in Ararat, Victoria where they settled and raised their family. Following Sarah's death in 1900, Thomas remarried - Annie Doyle (nee Grundy; b1876 in London). Thomas and Annie had three children.

Goulburn was a Butcher in Ararat, Victoria when he enlisted in the AIF in July 1915. He served as a Private and Driver (Service No:6747) with 12th Battery 4th Field Artillery Brigade in Egypt and France. Goulburn was Discharged in May 1919. Brother James Tregellis Smart (Private; Service No:6353) also served in WWI. Eldest son Mervyn Goulbourne Smart (Sergeant; RAAF Service No:401397) was KiA in a Flying Battle in Turkey in 1942 and son Kenneth Roy (Ordinary Seaman; Service No:PM5721) also served in WWII.

Returning to Ararat in 1919, Goulburn worked as a Butcher and in 1920 married Myrtle Grace Blythman (b1896 in Beulah, Victoria). Goulburn and Myrtle settled in Ararat and raised their family. In the 1920s Goulburn commenced working for Victoria Railways. He died in 1967 and Myrtle died in 1980.
