Walter was the second of four children of Frederick Fletcher (b1878 in Lancashire, England) and Julia Ryan (b1873 in Rhynie, South Australia). Federick and Julia married in 1898 in Adelaide, SA and by 1916 were living in Perth WA with their family. Frederick was a Wireworker.

In October 1916 Walter was a Scholar when he enlisted in the RAN in Fremantle WA. He served as Boy 2nd Class (Service No:F/V80) and was an Able Seaman attached to HMAS Cerberus when he transferred to the RAN Volunteer Reserve (RANVR) in November 1920.

Walter joined the WA Railways (Tramways Dept) in 1923 and worked in Perth WA as a Conductor Motorman until October 1940 when he enlisted in the ACMF (Private; Service No:W82399). He was Discharged as Medically Unfit in February 1941 and Mobilised on 14 May 1942 in the RANVR as Leading Seaman (Service No:F/V80). Walter was attached to HMAS Leeuwin when he was Discharged in October 1945.

In 1928 Walter married Ruby Rebecca Moss (b1903 in Perth, WA) - Ruby was a Shop Assistant. Walter and Ruby settled in Perth, WA and in 1945 Walter rejoined WAGR (Tramways Dept) and worked as a Conductor and Driver until 1954. The couple moved to Mandurah WA in the early 1970s. Ruby died in 1987 and Walter in 1997.
