Francis Havey was born on 22 of August 1917 in North Adelaide. He was married to Melina and lived at The Grove Woodville South. He worked as a shop assistant before the war.

He enlisted 17 Mar 1942 aged 24. His physical description on his Attestation Papers was Height 5’11; Weight 145; Chest 33/35; Eyes, blue; Hair, fair.
