Son of Mrs. H PARKER of 32 Seventh Street Gawler South, he  was educated at Gawler Primary School where he gained his Q.C. and Gawler High School.  Fond of sport he won a medal in high jump at Gawler High.  Victor also played football for B Grade Central, and the Iron Knob Football Club as well as belonging to the Iron Knob Golf Club.  In civil life he worked for the Broken Hill Pty. Ltd. at Iron Knob.  He was also a member of the 1st Gawler Boy Scout Troop.
