Son of Mr. and Mrs. Richard TOBIN of 2 Ottilind Street, Port Pirie.

Educated at Port Pirie Public school, Melville was employed as a shop assistant at the Eudunda Farmers Society Ltd. Port Pirie when he enlisted in April 1941.  He served in the Middle East, Egypt and Syria and returned to Australian in April 1942
