Son of Mrs R E and the late Mr E JENKINS of Kenilworth Road, Parkside, SA.  Married and residing at Davenport Terrace, Wayville, Herbert was educated at the Parkside Public School.  Interested in football, in civilian life he was a transport driver with Silbert, Sharp & Bishop Limited with his work taking him between Adelaide and Mildura.  Herbert enlisted in May 1941 and sailed for overseas in September 1941.
