Ian was the only son of Habourmaster Captain George and May Startup, of Williamstown, Victoria, Australia. He attended school at Williamstown High School from 1930 to December 1932. He later attended Scotch College starting in 1933. He was also on the staff of Shell Co. and a member of the Royal Yacht Club in Williamstown.
Ian left for England in September 1940 and was trained at H.M.S. Collingwood, Shoreham from October 1940 through January 1941 (class AX7C). He was subsequently drafted to Hood. He was 22 years old at the time of his loss.
