Born in 1913 (National Archives Australia - Statutory Declaration; BDM QLD:1913/C/6337) Norman was the second of four children of Henry Bruce (b1888 in Ipswich, QLD) and Louisa Rodford Perrett (b1890 in Ipswich, QLD). Henry (a Coal Miner) and Louisa married in 1910 in Ipswich QLD and settled at Rosewood where Henry was a Miner.

Norman completed his Bachelor of Arts at the University of QLD and worked as a Teacher in Bundamba, Ipswich QLD. In 1938 he married Claire Veronica Christopherson (b1918 in Ipswich, QLD) and the couple lived in Mareeba QLD where Norman was a Teacher. In January 1942 Norman enlisted in the ACMF (Service No:Q126135) and was a Lieutenant attached to 68 AA Search Light Battery when he Dicharged in January 1943 to enlist in the AIF. Norman was a Lieutenant (Service No:QX48824) attached to 79 Search Light Battery when he was Discharged in February 1946.

Norman and Claire settled at Margate and Woody Point in Brisbane QLD, where Norman was a Teacher until he retired in 1980. The couple relocated to Melbourne, Victoria where Norman died in 2004 and Claire in 2008.
