James was the youngest of seven children of Philip Fenton Deegan (born 1862 in Laois, Ireland) and Bertha Elizabeth Gugett (born 1864 in Hampshire, England). Philip and Bertha married in 1893 in Bundaberg, QLD where they raised their family.

James was a Labourer in Bundaberg, where he married Emily Jones (born 1908 in Mount Perry, QLD) in 1925. They settled in Bundaberg to raise their family, and James continued working as a Labourer.

In December 1941, James enlisted in Maryborough, QLD in the Australian Army. He served with 1 Garrison Battalion as a Private (Service No: Q123141), and was Discharged in May 1944.

James returned to Bundaberg, and worked as  Labourer, then in the 1950s as a Sawyer and later as an Ironworker. 

James died in 1974 and Emily in 1993.
