Son of James Patrick Bulter and Mary Jane Butler nee Gillen of Port Pirie West, SA. Brother of Francis James Butler, Thomas Arnold Bulter, Ethel Mary Emery Butler, Elizabeth Gillen Butler and Winifred Blanche Butler.
On 25 January 1912 Peter married Camillia Doxie Hessa Wilsdon in the BHP Company Church, Whyalla, SA
