Ray was the eldest of four children of Stephen Thomas Fowler (b1898 in Ipswich, QLD) and Ethel Bramley (b1899 in Yorkshire, England). Ethel arrived in QLD with her family in 1913 on board the Paparoa. Stephen - a Bootmaker - and Ethel married in 1920 in Ipswich, where they settled and raised their family.

Ray was an Apprentice Fitter and Turner when he enlisted in the ACMF in November 1941. He was a Corporal (Service No:227517) attached to 9 Battalion VDC (QLD) when he was Discharged in October 1945.

In 1942 Ray married Dorothy Gladys Maxwell (b1920 in Ipswich, QLD) in Ipswich, where they settled and raised their family. Ray worked as a Fitter and Turner, and in the mid 1970s was a Business Manager. Ray died in 1982 and Dorothy in 2002.
