James was the fourth of seven children of Bernard Henry Hagan (born 1864 at Beebo in QLD) and Matilda King (born 1874 at Ellengowan Station on the Darling Downs in QLD). Bernard - a Selector - married Matilda in 1893 and they settled at Grass Tree Creek at Yandilla on the Darling Downs. The family moved to Turallin on the Darling Downs at the turn of the century, and Bernard was a Grazier.

James was living in Turallin and working as a Carter when he enlisted in the AIF in October 1916. He served as a Private (Service No:4549) with 31st Infantry Battalion and was Discharged in February 1920. Brother Henry (Service No:3569) and Brothers-in-Law Thomas Henry Ford (Private, Service No:4655) and Albert Ernest Pacey (Trooper, Service No:2333) also served in WWI.

James returned to Turallin in 1920 and worked as a Labourer before he married Doris May Harrison (born 1901 in Warwick, QLD) in 1930. James and Doris settled at Turallin where James continued working as a Labourer before relocating to Cecil Plains at Goondiwindi, QLD in the early 1940s. James was Forest Overseer at the Dunmore State Forest until his death in 1960. Doris died in Dalby, QLD in 1981.

In WWII, James served with the ACMF 7 Battalion Australian Volunteer Defence Corps (QLD) as a Corporal (Service No:Q225915). Older brother Henry served with the same Battalion as a Sergeant (Service No:Q225819), as did younger brother William (Private, Service Nos:QX28429/Q226338).
