William was the fifth of seven children of Bernard Henry Hagan (born 1864 in Beebo, QLD) and Matilda King (born 1874 at Ellengowan Station on the Darling Downs, QLD). Bernard (a Selector) and Matilda married in 1893 and settled in the Darling Downs Region (Milmerran, Pittsworth, Yandilla, Pine Creek). By 1908 Bernard was a Grazier and the family lived at Moonee and Goondiwindi in QLD.

William was a Labourer at Turallin, Pittsworth on the Darling Downs, QLD when he enlisted in the ACMF in May 1942. He was a Private (Service No:Q226338) with 7 Battalion Volunteer Defence Corps (QLD) when he was Discharged in September 1943. Brothers Henry and James also served.

William remained in Turallin working as a Labourer until he and wife Ellen (Nell) Alice Swann (nee Foster, born 1928 in Streaky Bay, South Australia) moved to Toowoomba in the early 1970s. William died in 1988 and Nell in 2015.
