Cecil was the youngest of three children of Daisy Haldane (born 1885 in Brisbane, QLD). Cecil grew up in Rockhampton where his mother and her children lived with her siblings.

Cecil worked as a Labourer in Innisfail and Cairns before moving to Brisbane in 1940, and in his Attestation Papers Cecil states that he was an unemployed Drover. Cecil enlisted in the AMF in April 1940, serving as a Sapper (Service No:QX7034) with 6 Australian Division Artillery Training Regiment in Palestine, then 2/1 Field Regiment in Greece. In 1942 Cecil was in Ceylon and from there went to Port Moresby, transferring in 1943 to 1 Australian Water Transport Group (Small Craft) and serving in Buna and Lae. Cecil was hospitalised for Malaria on more than one occasion, and was Discharged in September 1945.

Following his Discharge, Cecil worked as a Fettler at Mt Molloy in Mareeba, QLD and was in Cairns in 1950 when he married Valmai Lorraine Veivers (born 1917 in Cairns, QLD). Cecil and Valmai settled at Kuranda in North QLD where Cecil worked as a Fettler until he retired in 1980 and moved to Cairns. Cecil died in 1983 and Valmai in 1990
