Norman was the only surviving child of Richard Kempton (aka Wakelin, born 1898 in London, England) and Ann (Annie) McManus (born 1898 in Scotland). Richard - a Baker and a Printer - and Annie immigrated to Australia with Norman in 1923, and married in Ipswich, QLD in 1925. Following Richard's death in 1940, Annie remarried.

Norman was working as a Lad Porter in 1941 when he enlisted in the AMF as a Signaller (Service No:Q90839) with 1 Australian Composite Signals Section. He then enlisted in the Army in March 1943, serving as a Signaller (Service No:QX50063) with 1 Signals and 9 Signals. He was Discharged in August 1945, and in 1946 in Ipswich married Maibry Joan.

Norman and Maibry lived in Ipswich, QLD where Norman was a Public Servant before moving to Brisbane in the mid 1950's. Norman worked as an Accountant in Brisbane until his death in 1989.
