Charles was the seventh of nine children of George William Henry Manning (born 1869 in Northamptonshire, England) and Ellen Elizabeth Richardson (born 1872 in Lincolnshire, England). George and Elizabeth met and married in Bundaberg, QLD in 1890.

Brothers Thomas and George served in the AIF in WWI.

Chalres' birthdate on his Attestation Papers is 17 August 1907, while his Birth Records give his birth date as 18 August 1906. 

Charles was living in Bundaberg, QLD and working as a Carter when he married Dulcie Evelyn Andersen (born 1913 in Scarness, QLD). Charles and Dulcie moved to Cairns, QLD where Charles was working as a Pastry Cook when he enlisted in the AMF in 1943. He served as a Warrant Officer II (Service No: Q90815) with the Torres Straits Force and was Discharged in 1945.

Charles and Dulcie continued to live in Cairns, QLD where Charles worked as a Pastry Cook until his death in 1959
