Leonard was the youngest of two sons of Alexander McDougall (b1883 in Ipswich, QLD) and Emily Clements (b1884 in Maryborough, QLD). Alexander (a Saddler) and Emily married in 1904 in Ipswich QLD. They settled in Goondiwindi QLD where they raised their sons.

Leonard boarded at Ipswich Boys' Grammar School for secondary schooling. In 1929 he was a Chemist living in Brisbane QLD, before working in Warwick in 1930. In 1940 Leonard married Mollie Maxine Middleton (b1917 in Brisbane, QLD) and the couple settled in Stanthorpe QLD. Leonard enlisted in the ACMF in August 1942 (Private; Service No:Q227014) and was attached to 8 Battalion VDC (QLD) when he Discharged in October 1942 to enlist in the RAAF. Leonard was a Flying Officer (Service No:71724) attached to RAAF Station Bradfield Park when he Discharged in September 1944.

Leonard and Mollie settled in Stanthorpe QLD where Leonard was a Chemist. Mollie died in 1995 and Leonard in 2000.
