Hector was the second of eight children of Thomas (Tom) Thomson Mercer (born 1890 in Selkirkshire, Scotland) and Jeanie Allan (born 1894 in Roxburghshire, Scotland). Tom was a Millhand when he immigrated to Brisbane, QLD in 1910, arriving on board the  Owestry Grange. Jeanie immigrated with her parents and siblings, arriving in Brisbane, QLD in 1911 on board the Paparoa. Tom was a Labourer in Ipswich, QLD in January 1916 when he and Jeanie married. Tom served briefly in the AIF (Private; Service No:24052) in 1918. Tom and Jeanie settled in Ipswich, where Tom worked as a Storeman. He was a Baker and Cook in Sherwood, Brisbane, QLD in 1940 when he enlisted in the ACMF. Tom was a Private (Service No:Q89366) when he was Discharged in 1941. 

Hector was a Labourer in Ipswich, QLD in 1940 when he enlisted in the ACMF. He was a Private (Service No:Q47829) attached to 1st Light Field Ambulance when he was Discharged in July 1942. Brother Allan (Private; Service Nos:QX53107/Q269274) and Brothers-in-Law Alwyn McLean (Private; QX54831) and John Baxter McCorquodale (Private; Service No:Q145416) served in WWII. Brother Robert (Barnie Mercer (Lance Corporal; Service No:14435) served in the Korean War.

In November 1940 Hector married Lois May Campbell (born 1922 at New Chum, Dinmore, QLD). Hector and Lois settled at Corinda in Brisbane, QLD where Hector worked as a Coal Miner before moving to Goodna, where Hector died in 1958. Lois remarried and died in 2016.
