Cecil was the second child of William (Bill) Gustave Muller (b1894 in Brisbane, QLD) and Annie Augusta Mary Kroll (b1894 in Brisbane, QLD). Bill and Annie married in Brisbane, QLD in 1915 and in 1919 moved to Kingaroy, QLD where Bill was a Farmer. By 1925 the family had moved to Woombye, QLD.

Cecil was working as a Farmer in Woombye, QLD in September 1940 when he enlisted in the ACMF. He was a Lance Corporal (Service No:Q205003) attached to 6 Battalion VDC (QLD) when he was Discharged in  1945. Brother Mervyn Alexander (Private; Service Nos:QX50480/Q100348) also served in WWII.

Returning to Woombye, Cecil was working as a Labourer in 1951 when he married Florence (Tup) Eileen Stapleton (b1928 in Nambour QLD). Cecil and Tup settled in Woombye, QLD - they separated in the late 1960s and Tup moved to Sydney, NSW. Cecil died in 2006 and Tup in 2012.
