Bill was the eldest of five children of Henry Robert New (born 1892 in Maryborough, QLD) and Evelyn Constance Bock (born 1895 in Bundaberg, QLD). Henry was working as a Boilermaker in 1913 in Bundaberg, QLD when he married Evelyn in Nambour, and following the birth of their first child (Bill) in 1919, they moved to Ipswich, QLD. Henry and Evelyn settled in Ipswich where they raised their family and Henry wored as a Boilermaker.

Bill was a Window Dresser in Ipswich, QLD in 1941 when he enlisted in the Army in October.  In April 1942 he married Betty Bailey (born 1918 in Lancashire, England). Betty, a Shop Assistant, arrived in Brisbane, QLD on board the Demosthenes in 1926, and her family settled in Ipswich, QLD. 

Bill was a Warrant Office I(Service Nos:QX36681/Q47755) attached to 101Australian Light Field Ambulance when he was Discharged in December 1945.

Bill worked as Display Manager at the Royal Hotel in Mudgee, NSW whilst Betty remained in Ipswich, QLD working as a Shop Assistant. In 1953 he and Betty Divorced, and Betty remarried.

Bill was working in Cootamundra in the Riverina Region of NSW in 1953 when he met School Teacher Dorothy Grace Stevens (born 1924 in Young, NSW) and they married in 1954 in Young NSW. Bill and Dorothy lived at Dunnedoo in Cobora, NSW where Bill was a Manager, before settling at Blaxland in the Blue Mountains, NSW. Bill worked as a Carpenter in Blaxland, where he died in 1990. Dorothy died in 2016.
