Warrant Officer Arthur Walsgrove Payne (Service Nos:QX26968/434385) initially enlisted in the AIF on 12 January 1942 as a Private, and was a Bombardier attached to 17 Field Regiment on 24 November 1942 when he Discharged to enlist the following day in the RAAF as an Aircraftman II at No 3 Recruiting Centre Brisbane - mustered as Air Crew, re mustered as Aerodrome Defence Instructor. Promoted to Warrant Officer in 1943, he served with 1 Reserve Personnel Pool Townsville and with 12 Repair and Salvage Unit (RSU) at Tadji (30 June 1944 - 5 July 1945). WO Payne was attached to 12 RSU at Discharge on 11 January 1946.

Arthur was born in Brisbane QLD in 1916, youngest of four children (sons) of William Thomas Payne (b1868 in Warwickshire, England) and Lydia Holloway (b1879 on St Helena Island in Moreton Bay, QLD). William immigrated in 1891, arriving in Brisbane on board the Austral, and was a Butcher in 1899 when he and Lydia married in Brisbane. William worked in Brisbane as a Butcher until his death in 1917 - he was 'knocked down by a motor car on Saturday night, and subsequently died from his injuries' (Trove; 1917).

Arthur joined the Public Service in 1933 as a Driver Mechanic with the Department of Irrigation and Water Supply (IWS), and was a Clerk in 1939 in Brisbane when he married Mavis Catherine Hayes (b1915 in Brisbane, QLD). Arthur and Mavis settled in Brisbane, where they raised their family and Arthur was a Public Servant with the Department of Irrigation and Water Supply and its subsequent iterations, including the Water Supply Commission. He worked in the Hydrographic Section, was Secretary of the Mt Isa Water Board and was a Senior Clerk - Administration when he retired in 1978. Arthur was a Founding Member of the North Brisbane Probus Club, and a member of the Wavell Heights Bowling Club. Arthur died in 1994 and Mavis in 2007.
