Paul was the second of seven children of Michael Peter Pender (born 1878 in Ipswich, QLD) and Bridget Molloy (born 1885 in Ipswich, QLD). Michael - a Solicitor (admitted to the QLD Supreme Court in 1907) -  and Bridget married in 1915 in Ipswich, QLD where they raised their family.

Paul was an Articled Clerk  when he enlisted in the ACMF in 1941 (Service No:Q108244), serving in New Guinea (1942 to 1944) before enlisting as a Corporal (Service No:QX63645) with the Australian Army (61 Infantry Battalion) and serving in Bougainville in 1945. Paul was Discharged in 1945. Brother Aidan (Private; Service No:Q148110) also served in WWII.

In 1949 Paul was a Solicitor in Ipswich, QLD when he married Mary Dorothy Cutler (b1925 in Brisbane, QLD) at St Stephen's Cathedral in Brisbane - Paul's brother Father Gervase Michael Pender assisted (Brisbane Telegraph 1 Oct 19149 p7). Mary was working as a Bank Clerk in Ipswich at the time. Paul and Mary settled in Ipswich, QLD where he was a Solicitor. Paul died in 1999.
