Norman was the second of three children (sons) of Martin John Perry (born 1884 in Homebush, Victoria) and Ellen Richards (born 1882 in Warwickshire, England). Ellen immigrated to QLD with her parents in 1886 on board the Dorunda, and grew up in Ipswich and Gympie. Martin was an Engine Driver in Woonona, NSW in 1907 when he married Ellen in Bulli, NSW. The family lived in Sydney (where Martin was a Labourer when he enlisted briefly in the AIF in 1918) and Redbank Plains, Ipswich, QLD where Martin was a Miner.

Norman was a Postman at Warwick on the Darling Downs in QLD in 1934 when he married Edith Josephine McInnes (born 1910 at Ballina, NSW). Norman and Edith settled at Biuranda in Brisbane, QLD where Norman was a Postman. He enlisted in the ACMF in April 1943 and was a Private (Service No:Q270365) attached to 3 Base Postal Unit when he was Discharged in March 1945.
