Portley was sworn into the Queensland Police Force on May 16th, 1899. He was a Police Sergeant by 1919 and was promoted to Senior Sergeant on May 1st, 1928. On May 8th, 1930 he was promoted to Sub-Inspector. On May 31st, 1935 he was appointed as head of the Ipswich and West Moreton Police district. On February 21st, 1936 he was promoted to Inspector of police. He retired on May 26th, 1937 after 38 years in the Police Force.

James Portley, although nearly 63, enlisted into the AMF on January 15th, 1940 and was immediately promoted to Warrant Officer Class Two. Ten months later and he would be promoted Warrant Officer Class One whilst serving with the Provost Corps. In his whole service, he was only sick once for 6 days in June 1941. During the latter stages of the war he would be reassigned to an Accounts Office in Brisbane. On May 21st, 1945 he was assessed by a medical board at the age of 68 and was found to be medically unfit with Vascular Disease of the heart. He was discharged on May 25th, 1945 after 5 years service in the AMF.
