Francis was the 2nd of 10 Children of Andrew Stewart and Margaret (Maggie) Raab of Brisbane QLD. Francis had served 21/2 years with the Senior Cadets 7B Area, and was a Carrier in Kangaroo Point in Brisbane, QLD when he enlisted in the AIF in 1916. Following his Discharge in 1919, Francis returned to Brisbane and worked as a Carrier.
In 1921 he married Netta Grace Malcolm Appleton, and worked as an Orderley, Fisherman and Labourer with the Mais Roads Commission.
From 18 October 1939 to 6 September 1945 Francis served withthe AMCF 15 Garrison Battalion as a Segeant (Service No: Q187028)
