Charles was the eldest child of Charles Strange Snr (b1865 in Essex, England) and Elizabeth Mary Hearn (nee O'Keefe; b1884 in Innisfail, QLD). Charles Snr arrived in Brisbane QLD in 1874 on board the Darling Downs. He worked as a Labourer in Beaudesert and Nambour and in 1919 married Elizabeth, whose husband George was killed in 1919 in WWI, leaving her with seven surviving small children. Charles and Elizabeth moved to Brisbane in 1921, where Charles Snr worked as a Labourer and he and Elizabeth had four children together.

Charles was a Labourer when he enlisted in the Australian Army in February 1943. He was a Private (Service Nos/QX50165/Q121757) attached to 5 Salvage Unit when he was Discharged in January 1946. siblings Harold James Hearn (Private; Service No:Q99782) and Denis Joseph Hearn (Leading Aircraftman; Service No:79025) also served in WWII.

Returning to Brisbane, Charles lived with his parents in Lutwyche where he worked as a Labourer. He moved to Ipswich in the early 1960s where he worked as a Labourer. Charles died in 1978.
