Wally was the eldest of ten children of William Charles Wiggins (born 1880 in Berkshire, England) and Ethel Beale (born 1884 in London, England). In 1904, William - a Hairdresser - and Ethel - a Domestic Servant - married in Reading, Berkshire. William was a Labourer in 1908 when he and Ethel, with their two children immigrated to Brisbane, QLD arriving in February 1909 on board the Oraya. The family lived in Rockhampton where William worked as a Hairdresser before relocating to Brisbane, QLD where he was a Motor Mechanic and Fireman.

Wally was a Motor Mechanic in Brisbane, QLD when he married Mary Ellen O'Connor (born 1903 in Ireland) in 1927. Wally enlisted in the Australian Army on 2 November 1939 and served as a Private (Service No:QX6532). He was a Warrant Officer II attached to 2/3 Field Ambulance when he was Discharged on 20 October 1943. Brothers John Eric Wiggins (Private; Service No:QX4329) and Raymond William (Private; Service No:QX38385), and Brother-in-Law Frank Roland Woodrow (WOII; Service No:QX41836) also served in WWII.

Wally was a Fitter in Sydney, NSW in 1951 when he married second wife Hilda (Bonnie) Curwen (born 1921 in Ipswich, QLD), and they moved to New Zealand where Wally worked as a Fitter, Carpenter and Motor Mechanic until the early 1970s. Wally died in Brisbane, QLD in 1981 and Bonnie died in 2003.
