James Coogan was born in 1871 at Balmain, Sydney, NSW, a son to Frederick Edward Coogan and Mary Helen Coogan (nee Birchill).

When he passed in 1927 an obituary was published in The Townsville Daily Bulletin as transcribed below.

Richmond Notes (Obituary)- The Townsville Daily Bulletin, 27 Aug 1927, p. 18.

I regret to have to record the death of Mr. James Coogan which occurred at the Richmond District Hospital this morning. The deceased who was 56 years of age was a native of Balmain, N.S.W. During the early years of his life he enlisted and served with credit in the South African War. Upon his return to Australia, he joined the Post and Telegraph Department, and about four years ago was transferred to Richmond as resident linesman. During the past twelve months he was overtaken with ill health and found it necessary to relinquish active duties in his work. The funeral was held at the Richmond Cemetery to-day, the Rev. Father Dillion officiating.
