William Henry Phillips was born about 1870 in Sheffield, England, a son to Richard Phillips and Elizabeth Phillips (nee Watson). Its unclear when he arrived in Australia, however, he persued work in mining travelling extensively and in 1893 was working on the Coolgardie rush in Western Australia.

Around 1897 he reunited with his brother at Mount Usher, Queensland and worked for the Mt Usher company mine until he enlisted for the Boer War. After the war he pursued mining interests in North Queensland before returning to Mount Usher and working at the Busy Bee mine owned by his brother. He later contracted miners' phthisis forcing him to stop working.
