Percy Burdett Scougall was born on 17 Dec 1878 at Bundaberg, Queensland, a son to Richard Walter Scougall and Catherine Alice Bellward Scougall (nee Weaver). He married Alice Lilian Clayton on 24 Nov 1908 at Toowong, Brisbane and they had 3 children.

At the time of his marriage he owned the property "Ramornie" at Tiaro, Queensland which became the family home where the undertook sugar cane farming.
