William Henry Starkey was born on 28 Jun 1881 at Brisbane, Queensland, a son to James Starkey and Ellen Starkey (nee Sharpe). When he enlisted in the 6th QIB in 1901 he noted his N.O.K. as his father James Starkey at Wooloowin, Brisbane. He married Catherine Agnes Felby on 24 Nov 1909 in Brisbane and they had 1 child.

They resided in the then suburb of Swan Hill, which was absorbed into the current suburb of Windsor, in Brisbane. He worked at Fish's laundry in Brisbane for many years before taking the position of manager of the General Hospital laundry a few years before he passed.
