Charles Edward Vines was born in 1880 at St Leonards, New South Wales, a son to Peter Joseph Vines and Mary Ellen Vines (nee Carmody).

He was noted as one of the early pioneers in the Kin Kin district of the Sunshine Coast, Queensland. He married twice, first to Mary Catherine McKeown on 1 Feb 1913 (d. 1918) while living at Kin Kin and had 3 children, second to Margaret Theresa Degney on 17 Jul 1926.
