James Augustus Watkins was born on 27 Nov 1869 at Howard, Qld, a son to Thomas Joseph Watkins and Matilda Watkins (Steley). After completing schooling at Maryborough Boys Grammar School he worked as a Clerk for the Railways prior to serving in the South African (Boer) War. 

Following his war service he returned to Howard, working initially on his father's citrus farm before acquiring his own farm at Buxton.
