Stephen left Sydney with the 43rd Battalion on board HMAT A 16 Port Melbourne on 16 July 1917 and disembarked at Liverpool on 16 September. His unit was sent to France on 24 December. During action on 7 April 1918 Stephen was shot in the left wrist and was sent to the 11th Australian Field Ambulance for treatment. He was then invalided to England for further treatment at Birmingham and the Australian Field Hospital at Hartford. The extent of the wound led to Stephen being assessed as medically unfit. Consequently he left England for Australia on board the Matatua on 17 June and was discharged on 13 December.
