Francis Walter Powell was born in Mt Gambier, South Australia, he moved address several times in his youth including Maylands, Norwood Payneham and St Peters South Australia. Other than a few documented details not much elaboration and exposure was recorded of Powell's early life before the war; little information founded he had a sister Mrs Amy Roach Harriet residing in Maylands South Australia on 22 Aucusta Street, who was listed to be Francis's next of Kin. Upon enlistment Francis features included dark eye colour and hair with a subside to his complexion as well, he was a shorter soldier at 5 feet 7 weighing 164 lbs (74.38 Kg).

Francis served for Two years in the third squadron in Light horse, Three Years in a South African Rifle Club and was still serving up until the war. Upon enlistment Powell was aged 37 years and 9 months, he enlisted himself in Adelaide, South Australia on the Twenty fourth of July 1916 and was assigned to the 48th Infantry Battalion unit. His service number was 3483. He embarked from Adelaide Tenth of February 1917 on Seing Bee, after travelling for three months disembarked in Devonport England on the second of May 1917.

On the Sixth on August 1919 Francis Walter Powell was discharged from his military duties and was awarded the British War Medal 4/20 no. 18572 and the Victory Medal Issues 4/20 no. 19229 for his inclusion and support during World War 1.
