James was the second of four children of James Scott (b1865 in Winchelsea, Victoria) and Ann Elizabeth Gardner (b1866 in Echuca, Victoria). James Snr had moved to Coolgardie WA shortly after the discovery of gold (1892) and moved to Kellerberrin in 1896. James and Ann married in 1896 in Fremantle, WA and settled in Kellerberrin where James Snr worked on the Railways (Ganger) and as a Bridge Builder before selecting land abutting the railway line and township. James established a residential settlement called 'Restdown Estate' and the family farm 'Rocklands Farm'. Following James Snr death, the family farm was resumed by WAGR in 1936.
James was a Farmer in Balingup WA in 1921 when he married Mabel Grace Dyson (b1897 in Fremantle WA). The couple settled in Balingup until the late 1930s, when they moved to Katanning. James was working as a Salesman in Katanning WA in July 1940 when he enlisted in the Australian Army (Private; Service No:WX6729). He was a PoW and was attached to D Section 4 Reserve Motor Transport Coy when he was Discharged in February 1946. Son Felix James (Leading Aircraftman; Service No:441732) served in the RAAF in WWII and brother Eric Keith Norman (Private; Service No:W71977) served with the ACMF.
James and Mabel settled in Northam WA where James was a Superintendent with Shell Coy. Following Mabel's death in 1955, James retired to Perth WA where he died in 1971.
