Joe was the 3rd of 8 children of Valley Joseph David Clyde Stubbs and Alice Olivia (nee Mellor). He spent his childhood on the station at South Greenbank, Thuddungra NSW where his father worked. After leaving school, he worked around the district and later in the Wee Jasper area of NSW.
In 1940 Joe joined the AIF and was trained as a signaller in K Section, 8th Division Signals Unit. When the rest of the Division was sent to Malaya, Joe's section was posted to Darwin. He served there during the air raids in 1942 -1943 and his section was then transferred to 3rd Beach Signals. With this unit he took part in the landing at Brunei in Borneo.
Joe married Iris Johnstone, in 1944 in Sydney, they settled in Cabramatta Sydney where they raised their 3 sons. Joe obtained a job as a Linesman with the PMG (now Telstra) where he worked until his retirement in July 1979.
Joe passed away in 1985 after a long illness and his ashes were placed in the Columbaria wall at the Ebenezer Church grounds.
