Leon, born in 1921 in Ulverstone, Tasmania was the eldest of 2 children of Clarence (Ray) Raymond Williams (born 1901 in Gormanston, Tasmania) and Janet (Jen) Elizabeth Hutton (born 1900 in Penguin, Tasmania). Father Ray worked for the Postal Service in Tasmania, and brifly in QLD, and served with the ACMF in Monto QLD in WWII. Younger brother Lorin (Lorrie) also served in WWII with 2AIF.

Leon was working as a Postal Assistant in Tasmania in the Australian Army in 1941. Leon served with 2AIF as a Corporal (Service No: TX91551) with the 1st Australian Parachute Battalion. Following his Discharge in February 1946, Leon married Lorraine Mary Ruth Aldred in March that year.

The family lived in Wilmot, Tasmania where Leon was employed as a Postal Clerk. By 1972 they had moved to Emu Bay where Leon was Postmaster. Lorraine died in 1983, and following her death Leon remarried in 1989 to Dulcie Vera Cullen.

Leon died in Burnie, Tasmania in 2000
