Ian was born at Kundip near Ravensthorpe in WA in 1915. He was the fourth of six children of George Winsor (born 1877 in Newcastle, NSW) and Maud Isabella Dawes (born in 1899 in Sydney, NSW). George was a Miner in Kalgoorlie/Boulder, WA and died in 1919 when Ian was four years of age. Mother Maud remarried in 1922 and had another two children.

Ian had been living in Perth, WA and working as a Storeman - Motor Parts Specialist for ten years when he enlisted at Pearce, WA in the RAAF in January 1940. At Discharge in 1945, Ian was a Warrant Officer.

Ian married Hazel Maureen Gibbs (b1920) in 1941 in Perth, WA, and they lived in Perth where Ian returned to working as a Storeman - Motor Spare Parts Specialist. He enlisted in the Aisr Force Reserve in 1948, and in 1949 was working as a Salesman. Ian and Hazel continued living in Perth, WA where Ian worked as a Salesman until his retirement. He died in 1997
