William was the fifth of six children of Samuel Ernest Anscombe (born 1863 in Surrey, England) and Mary Ann Hill (born 1860 in Surrey, England). Samuel and Mary married in Melbourne, Victoria.

William was a Carpenter living in Surrey Hills when he married Edith Martha Stringer (born 1899 in Scoresby, Victoria) in Melbourne, Victoria in 1921. By 1934, William was a Dairy Manager and living in Malvern, Victoria with his family. He enlisted in the RAAF in 1942 and served as a Corporal (Service No: 52387) with Melbourne Wireless/Telegraphic Station and was Discharged in 1946.

William returned to civilian lefe in Malvern and worked as a Dairy Manager, and from the 1950s as a Trade Inspector until retirement in 1968. William and Edith moved to Mitcham in South Australia where William died in 1976
