Jack was the third of four children born to Walter Henry Barker (born 1871 at Burrowa in NSW) and Florence Gibb (born 1876 at Gordon near Ballarat, Victoria) Walter and Florence married in 1901 in Leonora, WA where Walter was a Journalist. By 1908 when Jack was born, the family was living in Port Hedland, WA where Walter was a Journalist and had established the Port Hedland Advocate. In 1912 the family moved to Broome, WA, where Walter was a Journalist and had established the North West Echo. Jack was seventeen years of age when his father died in Broome in 1922, and lived in Wiluna in the Murchison District of WA where he worked as a Miner. 

Jack married Ida Veronica Coffey (born 1912 in Broken Hill, NSW) in the Murchison in 1932. Ida's family had moved to Kalgoorlie, WA in 1915 and Ida grew up along the railway lines through the Murchison District where her father was a Locomotive Driver.

Jack enlisted in Perth WA in June 1940 and served in the RAAF as an Aircraftman 1 (Service No: 16999) at No 1 Engineering School Ascot Vale. He was Discharged on 30 October 1946.

Jack's older brother - Keith Walter Colin Barker served in the ACMF (Service No: W76867), and younger brother Neil Douglas Barker served with the RAAF as a Flight Sergeant (Service No: 210018).

Jack and Ida moved to Victoria following the War, and Jack worked as a Fitter and as a Draughtsman in Oakleigh in Henty, Victoria. By 1954 they were living at Clayton in the Dandenongs in Victoria and Jack worked as an Engineer until he retired in 1976. Jack died in Melbourne, Victoria in 1980 and Ida in 1982
