Garland was the ninth of ten children of Alfred (Ted) Davies Edwards (born 1882 in London, England) and Henrietta Maud Effland (born 1877 in London, England). Ted, a Captain in the British Army, was a Gold Prospector in the  North West and Murchison Goldfields, using a team of camels to cart stores and equiptment. He trained and commanded the senior cadets in Kalgoorlie, was involved with the Boy Scout movement in the Goldfields and in WWI was a recruiter for the Army. Ted and Henrietta lived in Kalgoorlie until Ted's death in 1923, when Henrietta moved to fremantle with the children.

Garland was six years of age when his father died. He moved back to Kalgoorlie and was working as a Watchmaker and Jeweller when he enlisted in the CMF in December 1941. He was a Corporal (Service No: W10500) with 'C'Coy' 28 Infantry Battalion until July 1942 when he enlisted in the Army. Garland served as a Corporal (Service No: WX27391) with Australian Electrical and Mechanical Engineers (AEME) 134 Australian Brigade Workshops in New Guinea and British North Borneo. He was Discharged in February 1946. Garland's brother served in WWI - Flight Lieutenant Cecil Edwards (Service No: 8816), as did four of his Brothers-in-Law - Warrant officer Fred Garden (Service No: WX29754); Leading Aircraftman Robert Moysey (Service No: 82673); Flight Lieutenant Leslie Booth (Service No: 267435); and Captain Stephen Kellor (Service No: 37399)

Garland had married Shirley Margaret in Perth in 1941, and following the war, the couple settled in Kalgoorlie where Garland was a Jeweller until he retired in 1970. Garland and Shirley then moved to Mandurah in Western Australia, where Garland died in 1995.
