Frank and his twin Albert Fred, were the youngest of four children of William George Joy (born 1882 in Hawthorn, Victoria) and Florence Emily Churchus (born 1885 in Kew, Melbourne, Victoria). William, a Felt Hatmaker, and Florence married in Melbourne in 1911, where they raised their family.

Frank was a Casing Worker in Melbourne when he enlisted in the Army in May 1943, serving as a Private (Service No: VX138940). At his Discharge in February 1944, Frank was with 18 Infantry Training Battalion. Twin brother Albert Fred (Service No: VX139085), brother William Sydney (Service No: VX127032) and Brothers-inLaw - Aubrey James Fletcher (Service Nos: VX88485/V59883) and Harold Dean Parker (RAAF, Service No: 120822) also served in WWII.

In October 1943 Frank married Bessie Gale Farrar (born 1920 in Castlemaine, Victoria), Bessie was a Textile Worker. Frank and Bessie settled at Box Hill, where Frank continued as a Casing Worker. Bessie died in 1983 and Frank in 2008.
