Bill was the fifth of six children of James Daniel Patrick Hegarty/Hagerty (born 1866 in Ireland) and Elizabeth (Eliza) Brennan (born 1869 in Toodyay, WA). James - a Labourer -  and Eliza married in Northam, WA in 1889, and lived in Bunbury, Geraldton, Northam and Perth, where James worked as a Labourer and later for the WA Government Railways as a Porter.

Bill worked in Donnybrook, WA as a Mechanic before moving to Leederville in Perth, where in 1927 he married Millicent Martha Ballans (born 1906 at Mt Morgan in WA). Bill and Millicent lived in Leederville, and Bill was working as a Mechanic when he enlisted in the Australian Army in December 1940. He was serving with 2/10 Ordnance as a Staff Sergeant (Service No:WX9599) when he was captured by the Japanese and was a PoW in Thailand. Bill was attached to 86 Light Aid Detachment at Discharge in June 1946. Brother James (Jim) enlisted with the ACMF, serving with 10 Battalion Volunteer Defence Corps (Service No:W74196).

Bill returned to Perth following his Discharge and he and Millicent lived in Leederville where Bill worked as a Mechanic. He died in 1963 and Millicent in 1994.
