Frank was the fifth of six children of Frank Hill (born 1864 in Surrey in England) and Elizabeth Alice Stewart (born 1866 in Inglewood, Victoria). Frank Snr and Elizabeth married in 1885 in Melbourne, and raised their family there. Frank Snr was a House Painter.

In 1926 Frank was working in Melbourne, Victoria when he married Isabelle Annie Adelaide Scurry (born 1900 in South Melbourne, Victoria) - Isabelle was a Saleswoman. Frank and Isabelle were living at Ormond in Victoria in 1942 and Frank was a Furniture Salesman when he enlisted in the Army. He served as a Private (Service No:V505515) in New Guinea and was attached to 1 Works Coy when he was Discharged in November 1945. Younger brother Charles Samuel Hill (Service No:VX63829) died as a PoW at Changi in January 1946.

Returning to Victoria, Frank and Isabelle were living at Ormond in Victoria where Frank worked as a Salesman. Isabelle died in 1947, and in 1948 Frank married Henrietta (Hettie) Janet McGregor Bennett (nee Simons, born 1895 at Burke's Flat in Victoria). Hettie was  a Widow - her first husband Cecil Thomas Bennett (born 1889 in Williamstown, Victoria) was a Motor Mechanic in Castlemaine, Victoria. Cecil - who served with the AIF as a Gunner and Coproral (Service No:3020) in WWI had died in 1945 at Daylesford in Victoria.

Frank and Hettie were living in Coburg, Victoria in 1954 when Hettie died. Frank died in Elsternwick, Victoria in 1965.
