Clive was the third of five children of Edward Eustace Manning (born 1886 in Perth WA) and Kate Hogarth Baker (born 1884 in Hobart, Tasmania). Edward was a Dairyman in Perth in 1909 when he married Kate, and they lived at Jandacot, WA where Edward was a Dairyman until 1925 when the family moved to South Perth where Edward worked as a Stock Agent (Supervisor). In 1936 the family moved to Cannington, where Edward was a Farmer.

In 1944 Clive was a Labourer in South Perth when he enlisted in the Army as a Private (Service No:WX41560). He was attached to 7 Australian Army Troops Coy when he was Discharged in March 1946. Brother Barton Edward (Sapper, Service No:W33692) served in the CMF and younger brother Darrel (Able Seaman; Service No:F2731/20) served in the RAN and was Missing, presumed KiA on the HMAS Perth in the Sundra Strait in March 1942.

Clive worked as an Upholsterer and lived in South Perth until his Death in 1980.
