Garf was the second of five children of Arthur Frederick Maxwell (born 1870 in Maryborough, QLD) and Isabella Bain (born 1871 in Maryborough, QLD. Arthur worked as a Striker and Miner in Maryborough, and married Isabella in 1891. The family moved to Brisbane, QLD in 1909, where Arthur was working as a Labourer when he enlisted in the AIF in 1915.
Garf was eighteen years of age when he enlisted in the RAN in September 1912. He was a Stoker (Service No:2233) on HMAS Cerberus, Encounter and Australia and saw service in German New Guinea. He was Discharged in March 1919. Garf's father Arthur (Lance Corporal, Service No:1269) and brothers Arthur Reginald (Private, Service No:3357) and Victor Alexander (Private, Service No:3683) also served in WWI.
Returning to Brisbane in 1919, Garf worked as an Engine Driver, and died in 1942.
