Norm (and his twin Marjorie) was the fifth of eight children of William Elkington Butler (born 1864 at Cogh, Victoria) and Anne (Annie) Ellen White (born 1887 in Melton, Melbourne, Victoria). William was a Farmer at Korumburra (named his farm The Meadows) when he married Annie in Melbourne in 1903. William and Annie settled at Korumburra where they raised their family.

Norm worked on his father's farm at Korumburra until he married Olive (Ollie) Eugenia McLeish (born 1914 in Welshpool, Victoria) in 1935 at Konwak in Victoria. Norm and Ollie settled at Glen Vale, Wonthaggi in the Woolami Hills where Norm was a Dairy Farmer from 1935 to 1959. 

In January 1942 Norm enlisted in the ACMF as a Private (Service No:V389080) and was attached to 23 Battalion Volunteer Defence Corps when he was Discharged in October 1945. Twin Marjorie Enid (Service No:WR/724) and brothers John Elkington (Service No:VX7496); Raymond (Ray) Frederick (Service No:V389080) and Francis Harold (Service No:V389439) also served in WWII.

In 1959 Norm and Ollie relocated to Killara Park in Darnum, Victoria where he was a Farmer. He was a member (committee) of the Rifle Shooters Association, competing throughought Victoria. Norm died in 1973 and Ollie in 2012.
