Frank was the seventh of eight children of William Elkington Butler (born 1864 in Cogh, Victoria) and Anne (Annie) Ellen White (born 1887 in Melton, Victoria. William was a Farmer at Korumburra (The Meadows) when he married Annie in 1903. They settled at Korumburra where they raised their family.

Frank worked on the family farm (The Meadows) at Korumburra until his marriage in 1940 to Maisie Agnes McKinnon (born 1916 at Korumburra, Victoria). Frank enlisted in the ACMF in May 1942 and was a Private (Service No:V389439) with 23 Battalion Volunteer Defence Corps. After his service, he was affectionately known as 'Dig'. Brothers John Elkington (Service No:VX7496); Raymond Frederick (Service No:VX119929); Norman Spencer (Service No:V389080) and sister Marjorie Enid (Service No:WR/724) also served in WWII.

Frank and Maisie settled at Bena in Korumburra where Frank was a Farmer, before moving to Braeside at Kongwak in Korumburra in 1967. Maisie died in 1973 and Frank in 1985.
